What Does Free Access to the Labour Market Mean?

Free access means you can work in the Czech Republic without needing:

  • a work permit,

  • an employee card,

  • an intra-company transfer card, or

  • a Blue Card.

Instead, you only need a valid residence permit that allows you to stay in the country. This gives you more flexibility when looking for a job or changing employers.

Who Has Free Access to the Czech Labour Market?

Free access depends mainly on your residence status. Here are the most common categories of people who qualify:

1. EU Citizens and Their Family Members

If you are an EU citizen (or related to one), you automatically have free access.

2. Students and Graduates

  • Studying a full-time accredited program at a Czech university, secondary school, conservatory, or language school with state exams.

  • Graduating from a Czech secondary school, vocational school, conservatory, or university.

3. Academics, Teachers, and Clergy

  • Pedagogical or academic staff working in Czech schools and universities.

  • Clergymen from a registered church or religious society.

4. Nationals of Certain Countries

Citizens of the following countries also enjoy free access:
Australia, New Zealand, USA, Canada, United Kingdom, Israel, Japan, South Korea, Singapore, and Taiwan.

5. Family Members of Foreigners Residing in the Czech Republic

If your family member:

  • has permanent residence,

  • holds a valid long-term residence permit,

  • was granted asylum or subsidiary protection, or

  • works in education, science, or research –
    you may also qualify.

6. Others

  • People granted asylum or subsidiary protection.

  • Accredited media representatives.

  • Citizens of Turkey who have worked in the Czech Republic for at least four years.

How Do You Prove Free Access?

Sometimes you’ll need to show official proof that you qualify for free access. For example, if you finish your studies in the Czech Republic and want to stay, you’ll need to apply for a long-term residence permit for the purpose of seeking employment or starting a business, or for an employee card. During this process, the authorities will ask you to prove your free access rights.

Starting Work with Free Access

If you qualify for free access:

  • You can start working at any time without approval from the Ministry of the Interior.

  • If you hold an employee card, you must notify the Ministry of any job change within 3 working days.

Employer’s Reporting Obligation

Even if you don’t need a work permit, Czech law requires your employer to notify the Labour Office that they have hired you.
Employers can do this:

  1. Online via a web form (for smaller companies),

  2. By sending an XML data message (common for companies using external payroll providers), or

  3. Through direct integration with the Ministry’s system (for large employers).

This is an employer’s duty – not yours – but it’s good to know so you can remind them if needed.
